The
Roseau Water and Sanitation Project is a US$20 million project jointly
funded by the Canadian International Development Agency (CIDA),
the Caribbean Development Bank (CDB), the Kuwaiti Fund for Arab
Economic Development, the Government of the Commonwealth of Dominica
and the Dominica Water and Sewerage Company (DOWASCO). The project
involves the renewal and extension of the water distribution and
sewerage network in the capital city of Dominica, Roseau, in addition
to the construction of a sewage treatment plant and marine outfall.
ACE
Engineering Ltd has a dual role in this project, as a consultant
and sub-contractor to the French contractor, Societe D'Etudes Et
De Realisations Techniques (SERT), part of the international COLAS
Group,
undertaking the water and sewerage pipeworks, the main component
of the project.
As consultant to SERT, we provided management and technical services
including programming, scheduling, traffic-rerouting plans, surveying,
design changes and preparation of as-built plans.
As subcontractor to SERT, ACE Engineering Ltd undertook a significant
proportion of the sewerage and water pipeworks within both commercial
and residential areas of Greater Roseau. The combined length of
pipes laid was approximately 5 miles (8 km) which equates to over
25% of the entire pipelaying works for the project.
These works required high degrees of engineering and management
skills for successful implementation of gravity sewers and water
distribution mains in a very crowded underground environment.

Carib Territory is a 3,700-acre area on the north-eastern part of
Dominica, which is home to approximately 3,000 residents of Carib
descent. It has historically suffered from lack of an adequate water
supply even after a major water supply project undertaken from 1998-2001.
